השתלבות אזורי הפריפריה בצמיחה כלכלית מבוססת־חדשנות

מאמר זה בוחן את יכולתם של אזורים פריפריאליים להשתלב בצמיחה כלכלית המוּנעת על ידי חדשנות. מחקרים קודמים טענו שאזורי הפריפריה מצויים בעמדת נחיתות מבחינת תהליכי החדשנות, ולצידם מחקרים עדכניים מציעים כי ייתכנו יתרונות פוטנציאליים להשתלבותם בתהליכים אלה. המאמר הנוכחי מציג גישה חדשה לבחינת סוגיה זאת: הוא מתמקד במשלחי־יד מבוססי־ידע כמדד לפעילות חדשנית (ולא רק בחברות סטארט־אפ, בהייטק או בשירותים), ובוחן את התקדמות החדשנות באזורי הפריפריה משתי נקודות מבט – הביקוש, בהתבסס על סוגי משלחי־היד במשרות הקיימות באזור; וההיצע, בהתבסס על סוגי משלחי־היד של תושבי האזור. לצורך כך נערך ניתוח רגרסיה המשווה בין מגמות אלו בישראל בעשרים השנים האחרונות. הממצאים מעלים כי הן הפריפריה והן המרכז מסתגלים למגמת החדשנות, כפי שניכר בעלייה היחסית במשלחי־היד ברמה גבוהה – הן מבחינת ההיצע והן מבחינת הביקוש. עם זאת, פערים עקביים בשיעורי הגידול של מגמות אלה מובילים להידרדרות מצב הפריפריה: קצב עליית הכישורים של תושבי הפריפריה נמוך יותר, והביקוש לכישורים מתקדמים במשרות שבאזורים אלה גדל בקצב איטי יותר. עקב כך עולה היקף הנסיעות (או ההגירה) של עובדים מיומנים מהפריפריה אל עבודות במרכז. כך מתהווה ריכוז גבוה יותר של משלחי־יד בענפי הצווארון הכחול בפריפריה, וגדל היצע העובדים הלא־מיומנים במרכז. כדי למנוע או לצמצם תהליך זה, יש לקחת בחשבון גורמים מערכתיים רחבים בפיתוח מדיניות בנושא
