מלכודת החדשנות של עסקים קטנים

מאמר זה מנתח את “מלכודת החדשנות” של עסקים קטנים ובינוניים (Small and Medium-sized Enterprises; SME), אשר מהווים נדבך מרכזי בכלכלה הישראלית, אך מאופיינים בפריון נמוך ובשיעורים נמוכים של אימוץ חדשנות. המודל התאורטי המפותח במאמר מציע הסבר מיקרו־כלכלי לתופעה זו, המתבסס על אינטראקציה בין שני אילוצים משלימים: מגבלת המימון, הנוגעת לקושי לגייס הון להשקעה הקבועה הנדרשת; ומגבלת הזמן והקשב הניהולי, המבטאת את העלות האלטרנטיבית של זמן היזם. המודל חוזה קשר בצורת U הפוכה בין רווחיות לחדשנות: עסקים בקצה התחתון של התפלגות הרווחיות נחסמים מהשקעה בחדשנות בשל היעדר מקורות מימון, ואילו עסקים בקצה העליון נמנעים מהשקעה זו בשל מחיר הצל הגבוה של הזמן הניהולי. מכך נובע כשל שוק מערכתי המוביל להשקעת־חסר בחדשנות. כשל זה מועצם בקרב עסקים בפריפריה בשל פערים בתשתיות, המייקרים הן את עלויות המימון הישירות והן את עלויות הלמידה והזמן הנדרשים לאימוץ טכנולוגיות חדשות. כמענה לכשל השוק, המאמר מציע כלי מדיניות יישומי: תוכנית סוכני חדשנות. התוכנית, שתופעל בשיתוף עם הסוכנות לעסקים קטנים ובינוניים במשרד הכלכלה והתעשייה, תתבסס על הכשרת סטודנטים לכלכלה וניהול במסגרת מסלול אקדמי חדש של כלכלן ויועץ חדשנות. יישום התוכנית צפוי להגדיל את הפריון של עסקים קטנים ובינוניים, ולצמצם פערים כלכליים ואזוריים במשק.
